Martin, South Dakota

The Bennett County Board of Commissioners met in regular session Wednesday, June 7, 2017, in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Jason Fanning, in the Commissioners room.

Commissioners present: Jason Fanning, Rolf Kraft, Jeff Slattery, and Rocky Risse.

Absent: Wayne Bond.

Others Present: Susan Williams, Auditor; Sarah Harris, States Attorney; Amanda LaCroix, Rural Attorney Incentive Program; Suzanne Starr, Director of Legal and Policy Service for Unified Judicial System.

Minutes Approved

The minutes of the May 17, 2017, meeting were approved with a motion by Jeff Slattery and a second by Rolf Kraft. 

All voted aye. Motion carried.

Auditor’s Account with Treasurer

To the Honorable Board of County Commissioners of Bennett County:

I hereby submit the following report of my examination of the cash and cash items in the hands of the County Treasurer of this County as of May 31, 2017.

Balance on hand – County $4,117,039.81; Cash Change Account $350.00 ; Restricted Funds $326,621.85; Savings Accounts $0.00; Cash, Checks, Credit Cards $26,084.50; Treasurer’s Change Fund - $150.00; NSF Checks $0.00; TOTAL $4,469,946.16

May Monthly Report

Register of Deeds: $2,598.00

Highway Department

Rocky Risse reported the Highway department is blading roads. The Board agreed to contact the truck drivers to begin hauling gravel.

The Board requested the Auditor post an ad for highway labor.

The Board considered a Right of Way request for utilities for Golden West Telecommunications. Rocky Risse made a motion to grant Right of Way of County highway on 28759 237th Ave and Martin South Housing, Rolf Kraft seconded. 

All voted aye. Motion carried.

Destruction of Records

The Board reviewed a list of records from the Register of Deeds to be destroyed as per SD Bureau of Administration Record Management. Rolf Kraft made a motion to approve the destruction of records, for the Register of Deeds, Jeff Slattery seconded.

All vote aye. Motion carried.

Emergency Planning

At the request of Jeff Siscoe, Emergency and Disaster Coordinator, Rocky Risse made a motion to accept the local emergency planning committee membership list for 2017. Jeff Slattery seconded.

All voted aye. Motion carried.

Wildland Fire Division

There was discussion concerning an agreement with the Wildland Fire Division to assist the County in the event a catastrophic Wildland fire were to occur in Bennett County. The Commissioners agreed they needed more information before making a decision. Mr. Siscoe will contact the SDDA Wildland Fire Division. 

Signage and Delineation Grant

The Commissioners reviewed a list of engineering firms to begin the process of the signage and delineation grant. There was discussion concerning accepting the grant. States Attorney Sarah Harris encouraged the Board to participate in the grant.

Rolf Kraft made a motion to select Brosz Engineering, Inc. as the design firm for the Signage and Delineation Grant. Jeff Slattery seconded.

Voting Aye: Jason Fanning, Rolf Kraft, Jeff Slattery

Voting Nay: Rocky Risse

Motion carried

Rural Attorney Incentive Program

Suzanne Starr, Unified Judicial Systems; and Amanda LaCroix, Rural Attorney Incentive Program, met with the Commissioners to inform the Board that Ms. LaCroix will be taking her State Bar exam in July and will have the results the end of August. Ms. LaCroix explained she will be moving to Martin in August and she and her husband have purchased a house in Martin. Ms. LaCroix plans to open her office in November, 2017. 

States Attorney

Sarah Harris, States Attorney, met with the Board to discuss the inmate count and court system. There was also discussion about transferring the hospital building and land over to the Bennett County Hospital and Nursing home nonprofit corporation.

There being no further business to come before the Board, Rocky Risse made a motion to adjourn with a second by Jeff Slattery.

All voted aye. Motion carried.
