BOARD OF BENNETT COUNTY COMMISSIONERS

MINUTES OF PROCEEDINGS

WEDNESDAY, JUNE 21, 2017

MARTIN, SOUTH DAKOTA

The Bennett County Board of Commissioners met in regular session Wednesday, June 21, 2017, in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Jason Fanning.

Commissioners present: Jason Fanning, Rolf Kraft, and Wayne Bond.

Absent: Rocky Risse and Jeff Slattery.

Others present: Susan Williams, Auditor; Sarah Harris, States Attorney; Jason Ravnsborg, Attorney General Candidate; Jeff Siscoe, Emergency and Disaster Coordinator; Tim Huether, Bennett County Booster.

Minutes Approved

The minutes of the regular June 7, 2017, meeting were approved with a motion by Rolf Kraft and a second by Wayne Bond.

All voted aye. Motion carried.

Highway Department

There was discussion concerning the current work of the Highway Department. It was reported that Highway employees and private contractors are hauling gravel. At this time they are placing gravel on 283rd street.

There was discussion about the weed problem in Bennett County. The Board requested information on the contractor Jackson County used. 

Claims

The Board reviewed claims. Wayne Bond made a motion to approve claims subject to delinquent taxes. Rolf Kraft seconded.

All voted aye. Motion carried.

Bennett County Hospital and Nursing Home

The Commissioners met with States Attorney Sarah Harris to discuss conveyance of the Bennett County Hospital and Nursing Home building and land to the Nonprofit Corporation, Bennett County Hospital and Nursing Home. The Board reviewed the opinion of Legislative Audit on the transfer of property to a nonprofit corporation.

Rolf Kraft made a motion to convey and transfer, as per SDCL 6-5-2, Cook’s Addition Parcel in the NW ¼ NW ¼, City of Martin, See 20 T37 R37 Less Lot 1 Bennett County Hospital Sub division of Cook’s First Addition to the Nonprofit Corporation of Bennett County Hospital and Nursing Home by a deed of conveyance Wayne Bond seconded.

All voted aye. Motion carried.

New Hires

Rolf Kraft made a motion to approve the following New Hires:

Novlyn Janis, Deputy Auditor, $9.51 hourly, effective June 5th, 2017.

Shelby DuBray, Part-time Jailer/Transport, $8.75 hourly, effective June 8th, 2017.

Charles Soderlin, Part-time Jailer/Transport, $8.75 hourly, effective June 12th, 2017.

Wayne Bond seconded.

All voted aye. Motion carried.

Attorney General Candidate

Jason Ravnsborg, Attorney General Candidate, met with the Commissioners to introduce himself as a candidate for the office of South Dakota Attorney General. Mr. Ravnsborg informed the Board that he is meeting with Commissioners around the State to discuss their concerns. There was discussion concerning funding issues for trust land to the counties, access to the Attorney General’s office and law enforcement concerns specifically to SB 70 and Marcy’s Law.

Emergency Manager

Jeff Siscoe, Emergency and Disaster Manager, met with the Board. Mr. Siscoe reported he had contacted the Wildland Fire Division concerning the County Rangeland Fire Protection Agreement but he had not received a response.

Mr. Siscoe also informed the Board that Bennett County is required to have a Hazard Mitigation Plan. Mr. Siscoe explained there is an application process for a grant to prepare the Plan. The Emergency Manager presented the Board with Resolution #4-2017 and a letter of Commitment in the Multi-Jurisdictional Hazard Migration Plan and to provide in-kind match of $2,500 for the grant.

Rolf Kraft made a motion to approve Resolution #4-2017 and to participate in the Hazard Mitigation Grant process. Wayne Bond seconded.

All voted aye. Motion carried.

Bennett County

Resolution $4-2017

Appointment of Applicant Agent for the 

Hazard Mitigation Grant Program (HMGP)

WHEREAS, Bennett County is submitting a Hazard Mitigation Grant project to the Federal Emergency Management Agency and the State of South Dakota; and,

WHEREAS, Bennett County is required to appoint an Applicant Agent for the purpose of signing documents and assuring the completion of all application documents; 

NOW, THEREFORE BE IT RESOLVED that Bennett County appoints the Bennett County Emergency Manager, Jeffrey Siscoe, as the authorized Applicant Agent.
