The Bennett County Board of Commissioners met in regular session Wednesday, September 20, 2017, in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Jason Fanning.

Commissioners present: Jason Fanning, Jeff Slattery, Rolf Kraft and Rocky Risse.

Absent: Wayne Bond

Others present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Sarah Harris, States Attorney; Jeff Siscoe, Emergency & Disaster Coordinator; Jolene Donovan, Treasurer; Jim Johnson, area land owner.

Minutes Approved

The minutes of the regular September 6, 2017, meeting were approved with a motion by Rolf Kraft and a second by Jeff Slattery.

All voted aye. Motion carried.

Highway Department

Auditor Susan Williams informed the Board there was a request for a speed limit sign on a County road along a residence. The States Attorney informed the Board on State Statutes concerning speed limits on County roads. There was discussion concerning enforcing speed limits. The Board tabled making a decision.

Claims

The Board reviewed claims. Jeff Slattery made a motion to approve the claims subject to delinquent taxes. Rolf Kraft seconded.

All voted aye. Motion carried.

2018 Annual Budget

The Board considered the 2018 Annual Budget. Rocky Risse made a motion to accept the 2018 Provisional Budget, Resolution #8-2017, with the following changes:

General Fund: 

States Attorney 101-151 = $117,831.00 increased to $118,596.00

Contingency 101-112 = $170,558.00 decreased to $169,820.00

Domestic Abuse:

Cash= $725.00 decreased to $0.00

Licenses increased to = $600.00

Divorce fees increased to $125.00

Rolf Kraft seconded.

All voted aye. Motion carried.

Emergency & Disaster Coordinator

Jeff Siscoe, Emergency and Disaster Coordinator, met with the Board to discuss the Mutual Aid Agreement for South Dakota Office of Emergency Management’s Region 5. Mr. Siscoe informed the Board that there would not be any changes to the agreement at this time. 

Rolf Kraft made a motion to approve the Mutual Aid Agreement for the Inter-County Sharing of Resources during Emergencies or Disasters within South Dakota Office of Emergency Management Region 5 to be reviewed within a year or if any changes are made. Jeff Slattery seconded.

All voted aye. Motion carried.

Mr. Siscoe presented the Local Emergency Operation Plan for Bennett County to the Commissioners. The Board reviewed the information.

Rolf Kraft informed the Board that the Emergency and Disaster Coordinator, Jeff Siscoe, had organized a mass casualty exercise with the hospital, ambulance service, courthouse, Martin Fire Department and volunteers on September 8th, 2017 and the exercise had gone very well and was instructive. 

Conflict of Interest 

The Commissioners reviewed a Conflict of Interest for the Bennett County Personnel Policy Manual. 

Rocky Risse made a motion to approve the Conflict of Interest addition to the Bennett County Personnel Manual. Jeff Slattery seconded.

All voted aye. Motion carried.

Executive Session

Rocky Risse made a motion to go into executive session at 10:25 a.m. with Jolene Donovan and Sarah Harris concerning personnel. Rolf Kraft seconded.

All voted aye. Motion carried.

Chairman Jason Fanning declared executive session closed at 11:00 a.m.

Area Land Owner

Jim Johnson, area land owner, met with the Board to request the auto gate on his road be cleaned out because it is full of sand. The Board discussed the best way to clean out the auto gate and explained the County would take care of it.

There being no further business to come before the Board, Rolf Kraft made a motion to adjourn with a second by Jeff Slattery.

All voted aye. Motion carried.
