The Bennett County Board of Commissioners met in regular session Wednesday, October 18, 2017, in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Jason Fanning.

Commissioners present: Jason Fanning, Wayne Bond, Rolf Kraft and Rocky Risse.

Absent: Jeff Slattery

Others present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Sarah Harris, States Attorney; Hilary Risner, Regional 4-H Youth Program Advisor; Mary Kay Sell, 4-H Youth Coordinator; Rachel Adair, Area Resident; Sheriff Paul Williams.

Minutes Approved

The minutes of the regular October 4, 2017, meeting were approved with a motion by Wayne Bond and a second by Rolf Kraft.

All voted aye. Motion carried.

Highway Department

There was discussion concerning gravel on the Scott and John Bauman property. Rocky Risse reported the Highway Department had been repairing equipment and the mowing is finished, so the tractors from Kennedy Implement will be returned. There was also discussion about auto gates getting cleaned out. The Board reviewed an agreement between John and Scott Bauman and Bennett County for gravel. 

Rocky Risse made a motion to approve the agreement between Bennett County and John and Scott Bauman for gravel at $1.00 per ton from their property E ½ Sec 6 T40N R34W, Jackson County, South Dakota. Wayne Bond seconded.

All voted aye. Motion carried.

Claims

The Commissioners reviewed claims. Rolf Kraft presented a question concerning a claim. The Board reviewed an explanation for the claim from the department head. Rolf Kraft made a motion to approve all the claims subject to delinquent taxes. Wayne Bond seconded. 

All voted aye. Motion carried.

County Employee Policy Manual

Wayne Bond made a motion to request all elected officials and County employees review the Bennett County Policy Manual and to conduct themselves courteously and professionally. Rocky Risse seconded.

All voted aye. Motion carried.

New Hire

Rocky Risse made a motion to approve the new hire of Sharon Loomis, Part-time Jailer/Transport officer, $8.75 hourly, effective October 12, 2017. Wayne Bond seconded.

All voted aye. Motion carried.

Executive Session

Rocky Risse made a motion to go into executive session with the States Attorney at 9:53 a.m.

Wayne Bond seconded. 

All voted aye. Motion carried.

Chairman Jason Fanning declared executive session closed at 10:35 a.m.

4-H Youth Program Advisor

Hilary Risner, Regional 4-H Youth Program Advisor, met with the Commissioners to explain some of the history and responsibilities of the Regional Advisor in assisting the local 4-H Youth Coordinator. 

Area Resident

Rachel Adair, Area Resident, met with the Commissioners on behalf of a mother whose daughter had been arrested. Ms. Adair informed the Board about her history as a resident in Bennett County and stated she had a complaint against the Sheriff and law enforcement personnel from the mother. Ms. Adair stated the mother’s complaint was the conduct of law enforcement during the arrest of her daughter. Ms. Adair stated she has concerns about Bennett County and feels there is intimidation and problems. 

Executive Session

Rocky Risse made a motion to go into executive session at 11:05 a.m. with States Attorney Sarah Harris and Sheriff Paul Williams. Wayne Bond seconded.

All voted aye. Motion carried.

Chairman Jason Fanning declared executive session closed at 11:50 a.m.

There being no further business to come before the Board, Rolf Kraft made a motion to adjourn with a second by Wayne Bond.

All voted aye. Motion carried.
