The Bennett County Board of Commissioners met in regular session Wednesday, November 1, 2017, in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Vice Chairman Wayne Bond.

Commissioners present: Rolf Kraft, Jeff Slattery, Rocky Risse and Wayne Bond.

Jason Fanning arrived at 10:00 a.m.

Others Present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Sarah Harris, States Attorney; Rod Anderson and Michael McCracken, area residents. 

Minutes Approved

The minutes of the regular October 18, 2017 meeting were approved with a motion by Jeff Slattery and a second by Rocky Risse.

All voted aye. Motion carried.

Auditor’s Account with Treasurer

To the Honorable Board of County Commissioners of Bennett County:

I hereby submit the following report of my examination of the cash and cash items in the hands of the County Treasurer of this County as of October 31, 2017.

Balance on hand – County $4,134,103.56; Cash Change Account $350.00; Restricted Funds $326,733.02; Savings Accounts $0.00; Cash, Checks, Credit Cards $287,650.50; Treasurer’s Change Fund - $150.00; NSF Checks $0.00; TOTAL $4,748,687.08

October Monthly Report

Register of Deeds: $2,551.00

Highway Department

Rocky Risse reported Welker will open the Bauman gravel pit and Mr. Risse will check on the quality of the gravel. Mr. Risse also informed the Commissioners the Highway Department is pulling up roads. It was reported that Larry Livermont completed the testing for chemical pesticide applicator and passed.

Rocky Risse made a motion to increase Larry Livermont, Highway Department and commercial chemical pesticide application, from $11.50 hourly to $12.00 hourly; effective November 1, 2017. Jeff Slattery seconded. 

All voted aye. Motion carried.

There was some discussion about road complaints.

Chairman Jason Fanning arrived at 10:00 a.m. and assumed control of the meeting.

Commissioner Reporting / Black Hills Council of Local Government

Rolf Kraft informed the Board he had attended the Black Hills Council of Local Government and a group of County Commissioners had agreed to meet with Senator Thune to discuss aid to counties with untaxed land from the federal government.

Executive Session

Rolf Kraft made a motion to go into executive session with States Attorney Sarah Harris at 10:13 a.m. Wayne Bond seconded.

All voted aye. Motion carried.

Chairman Jason Fanning declared executive session closed at 10:28 a.m.

Vacate Tuthill Streets

Rod Anderson and Michael McCracken met with the Board. 

Jason Fanning made a motion to approve the petition to vacate Mott Street and to approve the petition with an amendment to vacate a portion of Jones Street, Block 3 Lots 12 through 8 and immediately remove the privacy fence that is located in the alley between the Rod Anderson and Michael McCracken property in Tuthill, Bennett County, South Dakota. Rocky Risse seconded.

All voted aye. Motion carried

There being no further business to come before the Commissioners, Wayne Bond made a motion to adjourn with a second by Rocky Risse.

All voted aye. Motion carried.
