The Bennett County Board of Commissioners met in regular session Wednesday, February 7, 2018 in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Auditor Susan Williams.

Commissioners present: Jason Fanning, Rolf Kraft, Rocky Risse, Wayne Bond and Jeff Slattery

Others Present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Sarah Harris, States Attorney; Paul Williams, Sheriff; and Craig Howe, Area resident. 

Minutes Approved

The minutes of the regular January 17, 2018 meeting were approved with a motion by Wayne Bond and second by Jeff Slattery.

All voted aye. Motion carried

Auditor’s Account with Treasurer

To the Honorable Board of County Commissioners of Bennett County:

I hereby submit the following report of my examination of the cash and cash items in the hands of the County Treasurer of this County as of January 31st, 2018.

Balance on hand – County $4,408,455.74; Cash Change Account $250.00; Restricted Funds $326,967.44; Savings Accounts $0.00; Cash, Checks, Credit Cards $6,005.21; Treasurer’s Change Fund - $150.00; NSF Checks $934.20; TOTAL $4,742,462.56

January Report

Register of Deeds: $5,710.50

Highway Department

Rocky Risse reported the County is hauling gravel from the Bauman Pit. He also reported two employees are out with medical issues. There was discussion concerning the Hauling agreement with Jackson County and the number of other trucks using the road. Mr. Risse stated he had discussed this with the Jackson County Highway Superintendent. 


Auditor Susan Williams presented the Local Emergency Planning Committee Membership List at the request of Emergency and Disaster Coordinator Jeff Siscoe. Rocky Risse made a motion to approve the 2018 list. Jeff Slattery seconded.

All voted aye. Motion carried.

New Hire

Rolf Kraft made a motion to approve the new hire of Joseph Jensen, Part-time Transport/Jailer, $10.00 hourly, effective January 15th, 2018. Wayne Bond seconded. 

All voted aye. Motion carried.

Deputy Coroner

Rocky Risse made a motion to appoint Lindell Adair Deputy Coroner, effective January 1, 2018. Rolf Kraft seconded. 

All voted aye. Motion carried.

Destruction of Vouchers

At the request of Auditor Susan Williams, Rolf Kraft made a motion to approve the destruction of vouchers #52302-#54898, January 1st, 2013 to December 31st, 2013. Jeff Slattery seconded. 

All voted aye. Motion carried.


Wayne Bond made a motion to declare the Director of Equalization HP Printer #1359 as surplus with no value. Rolf Kraft seconded.

All voted aye. Motion carried.

Humvee Grant

Sheriff Williams met with the Commissioners and reported that due to the County finances, the Law department had declined the grant of the Humvee because of the cost to transport it. Sheriff Williams thanked the Board for their consideration. 

Area Resident

Craig Howe, area resident, met with the Board to discuss Resolution #5-2016 and replacement resolution #1-2018. There was discussion concerning paragraph #8 which referenced the 1831 Supreme Court decision the Cherokee Nation vs. Georgia. Mr. Howe requested the paragraph be deleted. Mr. Kraft stated he felt the paragraph is accurate and the discussion is about opinions. After more discussion with Mr. Howe, the Commissioners and States Attorney Sarah Harris, the Board agreed to remove the paragraph at Mr. Howe’s request. Mr. Howe also stated he did not want the County to pursue requesting the federal government to grant some kind of impact aide to Bennett County for services to residents of trust land. There was discussion concerning property taxes. 

The Board stated they will remove paragraph #8 of Resolution #1-2018 but they are continuing to request federal money to aide Bennett County. 

Rocky Risse made a motion to remove paragraph #8 from Resolution #1-2018. Wayne Bond seconded. 

Voting Aye: Jason Fanning, Wayne Bond, Rocky Risse and Jeff Slattery

Abstain: Rolf Kraft

Motion carried.


There being no further business to come before the Commissioners, Wayne Bond made a motion to adjourn with a second by Rocky Risse.

All voted aye. Motion carried.
