The Bennett County Board of Commissioners met in regular session Wednesday, April 18, 2018, in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Jason Fanning.

Commissioners present: Jason Fanning, Jeff Slattery and Rolf Kraft.

Absent: Rocky Risse and Wayne Bond.

Others present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Judd Schomp, Area Resident; Sarah Harris, States Attorney; Tom McMillan, Police Officer.

Minutes Approved

The minutes of the regular April 10, 2018 meeting and the minutes of the April 10, 2018 County Board of Equalization meeting were approved with a motion by Rolf Kraft and a second by Jeff Slattery.

All voted aye. Motion carried.

Highway Department

There was discussion about the Highway Department. It was reported the department had worked on Sunday plowing snow. There was discussion about a bid for gravel hauling.

Claims

The Board reviewed claims. Auditor Susan Williams reported to the Commissioners that changing the format of the published claims would increase from $88.00 to $165.00 approximately per month. It was reported that the March average for inmates were 13 per day. 

Rolf Kraft made a motion to approve claims subject to delinquent taxes. Jeff Slattery seconded.

All voted aye. Motion carried.

Fair Board

At the request of Mary Kay Sell, 4-H/Youth Program Assistant, Jeff Slattery made a motion to approve the appointment of Raychel Sterkel to complete the term of Heather Harris on the Fair Board. The term is effective until December 31, 2020. Rolf Kraft seconded. 

All voted aye. Motion carried.

New Hire

Jeff Slattery made a motion to approve the new hire of Margaret Morrison, Transport/Jailer, $10.00 hourly, effective April 10, 2018. Rolf Kraft seconded. 

All voted aye. Motion carried.

Surplus

Rolf Kraft made a motion to declare surplus with no value #1286 Gateway Computer Tower from the Extension office and #1319 Vacuum Cleaner Nobles Viper from the Courthouse. Jeff Slattery seconded.

All voted aye. Motion carried.

County Tax Opt-Out

The Board discussed consequences of the opt-out if it fails. Auditor Susan Williams explained that the Highway Department expenses including salaries were funded with the Wheel Tax and with license plate fees and there are no tax dollars used. 

The Board discussed possible cuts would be 4-H, the Library, juvenile costs and employees. There was discussion concerning law enforcement and county responsibilities and court system costs. 

The Board agreed to hold a public meeting and Rolf Kraft will put together a newspaper article.

Chairman Jason Fanning declared a recess at 10:30 a.m. to hold the Board of Equalization meeting.

There being no further business to come before the Commissioners, Jeff Slattery made a motion to adjourn with a second by Rolf Kraft.

All voted aye. Motion carried.
