BOARD OF BENNETT COUNTY COMMISSIONERS

MINUTES OF PROCEEDINGS

WEDNESDAY, SEPTEMBER 3rd, 2013

MARTIN, SOUTH DAKOTA

The Bennett County Board of Commissioners met in regular session Wednesday, September 3rd 2013, in the Commissioner meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Rolf Kraft.

Commissioners present: Rolf Kraft, Newton Cummings, Dennis Gregg and Jason Fanning.

Absent: Wayne Bond

Others Present: Susan Williams, Auditor; Jerry Bennett, Highway Superintendent; Tim Huether, Bennett County Booster; Police Chief, Julio Medeiros; Joe Jacquot, Area Resident; Mayor, David Bakley; Jeff Siscoe, Emergency and Disaster Coordinator; Nancy Sterkel, Register of Deeds; Sheriff, Luke Hamar.

Minutes Approved

The regular minutes of the August 21st, 2013 meeting and special public August 28th, 2013 were approved with a motion by Jason Fanning and a second by Newton Cummings.

All voted aye. Motion carried.

Auditor’s Account with Treasurer

August Report

Register of Deeds: $2,308.00.

Highway Department

Jerry Bennett, Highway Superintendent, met with the Board to report on current road work. Mr. Bennett reported the rotary mower is broke down and he is requesting quotes from several dealers for purchase of a new rotary mower. Jason Fanning made a motion to approve the purchase of a new rotary mower at a cost of $11,000.00 to $12,000.00. Dennis Gregg seconded.

All voted aye. Motion carried.

There was discussion concerning the road south of Vetal needing work.

Bennett County Library Board of Trustees

At the recommendations of the Bennett County Library Board of Trustees Dennis Gregg made a motion to reappoint Dorene Nelson as Library Trustee to a three year term beginning September 1st, 2013. Newton Cummings seconded.

All voted aye. Motion carried.

Area Resident

Area resident, Joe Jacquot, met with the Commissioners. Mr. Jacquot explained to the Board he felt the public wanted specific options and wanted something to change. The Board agreed the Opt-Out is not a cure and the Board has been looking for solutions. Mr. Jacquot commended the Commissioners for the work they have done and stated if the Commissioners want to send a delegation to Pierre to request assistance they would be glad to help. Jason Fanning stated he planned to meet with the City Council for assistance and they would try to inform voters of options.

Opt-Out Election

There was discussion concerning the cuts to be made if the Opt-Out fails. The Commissioners requested Auditor Susan Williams inquire into a higher deductible for the County health insurance.

Jail

Chief of Police Julio Medeiros and Mayor David Bakley met with the Board to discuss options for helping the County. Chief Medeiros stated they would help in any way they could and also recommended the jail not be reopened until everything is in place to save every entity from liability. The Board agreed with Mayor Bakley that the County and City are looking at every option to open the jail. The group agreed to work together and communicate. Newton Cummings stated the County should look at some federal aid and he would find someone to do that. Tim Huether, area resident, suggested the County contact the local Economic Development Corporation for assistance. The group also agreed the failure of the County finances will affect everyone.

Emergency and Disaster Coordinator

Jeff Siscoe, Emergency and Disaster Coordinator, met with the Board to report on current procedures and programs in his office. The Commissioners commended Mr. Siscoe on the job he is doing. The Commissioners agreed Mr. Siscoe and Sheriff Hamar are specified to attend the Regional meeting for Homeland Security Grants.

Provisional Budgets

The Board held the 2014 Provisional Budget hearing at 10:30 am. Nancy Sterkel, Register of Deeds, met with the Commissioners to discuss her budget. Sheriff Luke Hamar met with the Board concerning the budget. Jason Fanning made a motion to go into executive session at 10:50 am with Sheriff Hamar concerning personnel. Newton Cummings seconded.

All voted aye. Motion carried.

Chairman Rolf Kraft declared executive session closed at 11:30 am.

Bennett County Hospital

Jason Fanning informed the Board that Bennett County Hospital has offered a 25 percent discount to the County for arrested individuals taken to the hospital and they are still considering other options.

There being no further business to come before the Commissioners, Jason Fanning made a motion to adjourn with a second by Newton Cummings.

All voted aye. Motion carried.
