The Bennett County Board of Commissioners met in regular session Wednesday, September 6, 2017, in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Jason Fanning.

Commissioners present: Jason Fanning, Wayne Bond, Rolf Kraft, Jeff Slattery, and Rocky Risse.

Others Present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Chris Riggins, Jackson County Highway Superintendent; Sarah Harris, States Attorney; Jeff Siscoe, Director of Equalization; Gary Rayhill, Mayor of Martin.

Minutes Approved

The minutes of the regular August 16, 2017, meeting were approved with a motion by Jeff Slattery and a second by Wayne Bond. 

All voted aye. Motion carried.

Auditor’s Account with Treasurer

To the Honorable Board of County Commissioners of Bennett County:

I hereby submit the following report of my examination of the cash and cash items in the hands of the County Treasurer of this County as of August 31, 2017.

Balance on hand – County $3,748,390.35; Cash Change Account $350.00; Restricted Funds $326,728.83; Savings Accounts $0.00; Cash, Checks, $17,669.93; Credit Cards $1,107.10; Treasurer’s Change Fund - $150.00; NSF Checks $0.00

TOTAL $4,094,096.21

August Monthly Report

Register of Deeds: $2,128.50

Highway Department

There was discussion about chalk rock on the Brandriet property and using it on the road. There was discussion about 286th Street that was being worked on recently.

Chris Riggins, Jackson County Highway Superintendent, met with the Board to discuss the Red Stone road in Jackson County that Bennett County is hauling. Mr. Riggins explained the truckers are damaging the road and they want to cooperate and work together but Jackson County requests the trucks slow down and that Bennett County waters the road every day. The Commissioners agreed to work with Jackson County. The Board stated there were about 150 loads left and they would be finished hauling out of the pit.

Court System

States Attorney Sarah Harris, met with the Commissioners. Ms. Harris reported on the court system and inmate numbers. Auditor Susan Williams reported in August the number of inmates was 22 per day. Ms. Harris also reported on a Juvenile Diversion Program.

Ms. Harris requested executive session with the Board. 

Executive Session

Wayne Bond made a motion to go into executive session with the States Attorney at 9:50 a.m. Rocky Risse seconded.

All voted aye. Motion carried.

Chairman Jason Fanning declared executive session closed at 10:44 a.m.

2018 Budget Hearing

At 10:45 a.m. the Commissioners held the hearing for the 2018 Budget. The Board increased the States Attorneys proposed budgeted salary from $62,500.00 to $65,000.00.

Property Taxes

At the request of the Auditor, Rocky Risse made a motion to approve Partial Payment of Property Taxes from Roberta Wounded Head, 203 Major Allen Street, Martin, SD 57551. Rolf Kraft seconded. 

All voted aye. Motion carried.

Director of Equalization

Jeff Siscoe, Director of Equalization, met with the Board to discuss fees for requests for information from his office for assessment information. Mr. Siscoe explained there are a number of companies that request the assessment files for Bennett County and the standard fee had been $25.00. After some discussion Rocky Risse made a motion to raise the standard fee for assessment information from the Director of Equalization’s office from $25.00 to $100.00 per request. Jeff Slattery seconded. 

All voted aye. Motion carried.

Mr. Siscoe also informed the Board that Core Logic, a company that gathers information for resale as a consultant to other companies, had requested his GIS address layer from his Director of Equalization computer program. Mr. Siscoe explained that Core Logic had been a regular customer for assessment information but never requested the GIS data collection and the information would have to be put together by the 3rd District Planning District. After discussing the information being requested and the amount of work and hours involved Rocky Risse made a motion to charge Core Logic $10,000.00 for the GIS address layer from the Director of Equalization’s computer program. Jeff Slattery seconded. 

Voting aye: Jason Fanning, Rocky Risse, Wayne Bond, Jeff Slattery

Voting nay: Rolf Kraft

Motion carried.

Mayor of Martin

Mayor of Martin, Gary Rayhill, met with the Board to discuss the destruction of the Justus building and to report on the Highway 18 state project and the efforts to keep the traffic light in Martin.


There being no further business to come before the Board, Rolf Kraft made a motion to adjourn with a second by Wayne Bond.

All voted aye. Motion carried.
