Martin, South Dakota

The Bennett County Board of Commissioners met in regular session Tuesday, April 10, 2018 in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Jason Fanning.

Commissioners present: Jason Fanning, Rolf Kraft and Rocky Risse. 

Absent: Wayne Bond and Jeff Slattery.

Others Present: Susan Williams, Auditor; Judd Schomp, Area Resident; and Jeff Siscoe, Director of Equalization. 

Minutes Approved

The minutes of the regular March 21, 2018 meeting were approved with a motion by Rocky Risse and second by Rolf Kraft.

All voted aye. Motion carried

Auditor’s Account with Treasurer

To the Honorable Board of County Commissioners of Bennett County:

I hereby submit the following report of my examination of the cash and cash items in the hands of the County Treasurer of this County as of March 31, 2018.

Balance on hand – County $4,061,325.59; Cash Change Account $250.00 ; Restricted Funds $326,969.08; Savings Accounts $0.00; Cash, Checks, Credit Cards $5,936.61; Treasurer’s Change Fund - $150.00 ; NSF Checks $629.27; TOTAL $4,394,960.55

March Report

Register of Deeds: $4,737.50

County Tax Opt-Out

There was discussion concerning the opt-out and the cuts that would be made if it fails. 

Highway Department

Rocky Risse reported the highway department is blading roads. There was discussion concerning County gravel stockpiled at the May pit that needs to be hauled. The Board agreed to let bids for gravel hauling. 

Jason Fanning reported Kennedy Implement would be providing tractors again at a cost of $5.00 hourly to mow ditches.

County Small Claims

Auditor Susan Williams reported that Zach Pahlke would be unable to handle the County’s small claims case. Rocky Risse made a motion to appoint Alvin Pahlke as attorney for the small claims case at $100.00 hourly and $0.42 per mile. Rolf Kraft seconded.

All voted aye. Motion carried.

Transport/ Jailer 2018 Wage 

Rolf Kraft made a motion to increase Shelby DuBray’s wage from $8.85 hourly to $10.00 hourly for Transport/Jailer effective January 1, 2018 as per 2018 budget. Rocky Risse seconded.

All voted aye. Motion carried.

Surplus Equipment

At the request of Auditor Susan Williams, Jason Fanning made a motion to surplus the following equipment at no value:

Courthouse: #904- Brother Fax Machine

Extension office : #29- Kodak Slide Projector, #664- Smith Corona XL typewriter, #1271- #1272- Gateway Monitor and Tower. Rolf Kraft seconded.

All voted aye. Motion carried.

Director of Equalization

Jeff Siscoe, Director of Equalization, met with the Commissioners for a yearly review of his department. There was discussion concerning job performance. The Board agreed Mr. Siscoe is doing a good job. There was discussion concerning growth.

Mr. Siscoe informed the Board that a company had requested the purchase of Bennett County’s address layer and road layer. The Board agreed the price is $10,000.00 for the package.

Recess

Chairman Jason Fanning called for a recess at 10:30 a.m. to conduct the Board of Equalization meeting.

Chairman Jason Fanning called the meeting to order at 11:55 a.m.

There was discussion with Jeff Siscoe, Director of Equalization, concerning the assessment process.

There being no further business to come before the Commissioners, Rolf Kraft made a motion to adjourn with a second by Rocky Risse.

All voted aye. Motion carried.
