The Bennett County Board of Commissioners met in regular session Thursday, July 7, 2018 in the Courtroom.

The meeting was called to order at 9:30 a.m. by Chairman Jason Fanning.

Commissioners present: Jason Fanning, Rolf Kraft, and Wayne Bond.

Commissioners absent: Jeff Slattery and Rocky Risse

Others Present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Sarah Harris, States Attorney; Judd Schomp, Area Resident; Wade Izzler and Sid Houdek, RDO Equipment; Sheriff Paul Williams, Amanda LaCroix, Attorney; Stephen Parkes, Area Resident; Andrew Riggin, Medical Facility Administrator; Stuart Drobny, Drobny Contracting; Tom McMillan, Martin Police.

Minutes Approved

The minutes of the regular June 20, 2018 meeting were approved with a motion by Rolf Kraft and second by Wayne Bond.

All voted aye. Motion carried

Auditor’s Account with Treasurer

To the Honorable Board of County Commissioners of Bennett County:

I hereby submit the following report of my examination of the cash and cash items in the hands of the County Treasurer of this County as of June 30, 2018.

Balance on hand – County $4,673,620.65; Cash Change Account $250.00; Restricted Funds $301,389.11; Savings Accounts $0.00; Cash, Checks, Credit Cards $7,547.82; Treasurer’s Change Fund - $150.00; NSF Checks $; TOTAL $ 4,982,657.58

June Report

Register of Deeds: $2,335.00

Highway Department

Wade Izzler and Sid Houdek presented information on a 2012 John Deere 772 G Motor Grader. Mr. Izzler presented information on older motor graders. There was discussion concerning the work that had been done on the John Deere and the warranty on the machine. Mr. Izzler and Mr Houdek recommended the purchase of the machine. 

Wayne Bond made a motion to purchase the 2012 772 G John Deere on a lease purchase for 48 months. Rolf Kraft seconded.

All voted aye. Motion carried.

Volunteer Highway Labor

Judd Schomp, area resident, explained he would volunteer to operate a motor grader temporarily.

Wayne Bond made a motion to approve Judd Schomp as a volunteer temporary highway labor. Rolf Kraft seconded.

All voted aye. Motion carried

Medical Facilities Mock Hospital Rooms

Andrew Riggin, Bennett County Medical Facility Administrator, and Stuart Drobny, Drobny Construction, met with the Board to explain using the law department shop to build two mock hospital rooms for the Medical Facility Board to tour and help determine the type of new rooms the Board is planning to add to the hospital. The Commissioners questioned security of law department evidence. Sheriff Paul Williams explained the measures that would secure the building.

Rolf Kraft made a motion to approve the use of an area of the law department shop for the mock hospital rooms. Wayne Bond seconded.

All voted aye. Motion carried

States Attorney Temporary Secretary

States Attorney Sarah Harris requested an exception to the Bennett County Personnel Policy to hire her sister Lindsee Harris as a temporary secretary. The Board agreed to make an exception to the nepotism policy.

County Funding Request

Stephen Parkes, area resident, met with the Board. Mr. Parkes presented his resume as a case manager, contract expert and legal writer. Mr. Parkes explained he was interested in looking at the financial needs of the County and funding for projects such as a jail. Mr. Parkes stated he is not asking for compensation at this time. Mr. Parkes requested six months to work on the project and stated he would need an appointment letter from the Board to allow him to look for funding. The Board agreed to look at compensation if revenues are brought to the County. The Board will consider a letter of authorization at the next meeting.

Transfer of Funds from the General Fund to the 911 Fund

At the request of Auditor Susan Williams, Wayne Bond made a motion to transfer $10,000.00 from the General Fund to the 911 Fund, a budgeted item. Rolf Kraft seconded.

All voted aye. Motion carried

Executive Session Personnel

Chairman Jason Fanning called for executive session.

Jason Fanning made a motion to go into executive session concerning personnel at 10:39 a.m. Wayne Bond seconded.

All voted aye. Motion carried

Chairman Jason Fanning declared executive session closed at 11:02 a.m.

Highway Superintendent Advertisement

Wayne Bond made a motion to advertise for a Highway Superintendent. Rolf Kraft seconded.

All voted aye. Motion carried

2019 Budgets

The Commissioners reviewed the 2019 budget request.


There being no further business to come before the Commissioners, Wayne Bond made a motion to adjourn with a second by Rolf Kraft.

All voted aye. Motion carried.
