The Bennett County Board of Commissioners met in regular session Wednesday, August 15, 2018, in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Jason Fanning.

Commissioners present: Jason Fanning, Wayne Bond, Rolf Kraft and Jeff Slattery. Absent: Rocky Risse

Others present: Susan Williams, Auditor; Judd Schomp, Area Resident; Taylor Risse, Bennett County Booster; Gary Rayhill, Mayor; Sarah Harris, States Attorney; Jeff Siscoe, Emergency and Disaster Coordinator; Amanda LaCroix, Attorney; Terry Smokov, Area Resident.

Minutes Approved

The minutes of the regular August 1, 2018 meeting were approved with a motion by Rolf Kraft and a second by Wayne Bond.

All voted aye. Motion carried.

Highway Department

It was reported that Flat Creek Trucking is still hauling gravel from the May Pit and O’Bryan Contracting is piling gravel at the Bauman Pit. It was also reported the tractors from Kennedy Implement are here and the Highway Department will be mowing roads.

Executive Session

Wayne Bond made a motion to go into Executive session with Terry Smokov concerning qualifications of a prospective employee at 9:39 a.m., Jeff Slattery seconded.

All voted aye. Motion carried

Chairman Jason Fanning declared Executive Session closed at 10:32 a.m. 

Highway Department

Jeff Slattery made a motion to offer the position of Highway Superintendent at $44,000.00 yearly with a 6 month probation period to Terry Smokov. Wayne Bond seconded.

All voted aye. Motion carried 

Claims

The Board reviewed claims. Rolf Kraft made a motion to approve claims subject to delinquent taxes. Jeff Slattery seconded.

All voted aye. Motion carried.

Resolution #8-2018: Central School Plat

The Board reviewed the Central School Plat.

Rolf Kraft made a motion to approve Resolution #8-2018 Central School Plat. Jeff Slattery seconded. 

All voted aye. Motion carried

RESOLUTION #8-2018

CENTRAL SCHOOL PLAT

WHEREAS; there has been presented to the Board of Commissioners of Bennett County, South Dakota, the plat of Lot 3, Section 18, T 37N, R39W of the sixth principal meridian, Bennett County, South Dakota and;

WHEREAS; it appears to this Board that the system of streets set forth therein conforms to the system of streets of existing plats and Section Lines of the County, adequate provision is made for access to adjacent unplatted lands by public dedication or Section Line when physically accessible, all taxes and special assessments upon the property have been fully paid and the plat and survey of the above described property has been executed according to statute.

NOW, THEREFORE, BE IT RESOLVED, that said plat is hereby approved in all respects.

Motion passed and Resolution #8-2018 adopted this 15th day of 

August, 2018.

Automatic Supplements

At the request of Auditor Susan Williams, Jeff Slattery made a motion to approve the following automatic supplements for receipt of insurance for the Mango spill: 

Law Budget- $371.10 and Emergency and Disaster Budget-$477.18. Rolf Kraft seconded. 

All voted aye. Motion carried

New Hires

Wayne Bond made a motion to approve the following new hires:

Amanda Risse, States Attorney Secretary, $9.75 hourly, effective July 23, 2018.

Roberta Wounded Head, Deputy Auditor, $9.75 hourly, effective July 30, 2018. Rolf Kraft seconded. 

All voted aye. Motion carried

Coroner

There was discussion concerning a County Coroner. It was reported that Margaret Lee had made the decision to not take the position of County Coroner. The Board agreed they will have to keep looking. Wayne Bond made a motion to terminate all previous Deputy Coroners and retain Hannah Brown and Jason Bustin. Jeff Slattery seconded.

All voted aye. Motion carried

Outdoor Archery Range

Gary Rayhill met with the Board to discuss an outdoor archery range that Game, Fish and Parks had planned on building. Mr. Rayhill requested use of the fairgrounds where the old Pow- wow grounds were. The Board agreed with the request and requested a check on liability insurance and requested they be kept informed. 

Fair Grounds Exhibit Building

There was discussion concerning funding to paint the Exhibit Building at the Fairgrounds. There were questions about the fundraisers that had been held. 

Condemned Property

There was discussion about condemning a trailer house outside the city limits. The Board agreed to work with the States Attorney on the process. Jeff Siscoe stated he will be working with the States Attorney.

There being no further business to come before the Board. Wayne Bond made a motion to adjourn with a second by Rolf Kraft.

All voted aye. Motion carried
