The Bennett County Board of Commissioners met in regular session Monday, January 7, 2019 in the Courtroom.

The meeting was called to order at 9:30 a.m. by Auditor Susan Williams.

Commissioners present: Wayne Bond, Rod Kirk, Rolf Kraft and Judd Schomp. Absent: Jeff Slattery

Others Present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Amanda LaCroix, Attorney; Representative Steve Livermont; Jolene Donovan, Treasurer; Sheriff Paul Williams; Register of Deeds Jaci Clifford; Dennis Bakley, Area Resident.

Oath of Office

The Oath of Office was taken by Judd Schomp and Rod Kirk, County Commissioners; Jaci Clifford, Register of Deeds; and Paul Williams, Sheriff. 

Election of Chairman and Vice-Chairman

Auditor Susan Williams called for election of Board Chairman. Rod Kirk made a motion to elect Wayne Bond Chairman. Judd Schomp seconded.

All voted aye. Motion carried.

Chairman Wayne Bond assumed control of the meeting.

Chairman Wayne Bond called for election of Vice Chairman. Rod Kirk made a motion to elect Rolf Kraft as Vice Chairman. Judd Schomp seconded.

All voted aye. Motion carried.

Minutes Approved

The minutes of the regular December 19, 2018 meeting and the special December 20, 2018 meeting and the end of year December 28, 2018 meeting were approved with a motion by Judd Schomp and a second by Rolf Kraft.

All voted aye. Motion carried

LaCreek Refuge

Rolf Kraft reported he had aerial maps of the Refuge from 1937 that showed there had always been a water issue.

Auditor’s Account with Treasurer

To the Honorable Board of County Commissioners of Bennett County:

I hereby submit the following report of my examination of the cash and cash items in the hands of the County Treasurer of this County as of December 31st, 2018.

Balance on hand – County $4,384,266.35; Cash Change Account $250.00; Restricted Funds $301,674.06; Savings Accounts $0.00; Cash, Checks, Credit Cards $141,295.79; Treasurer’s Change Fund - $150.00; NSF Checks $0.00; TOTAL $4,827,336.20

Register of Deeds: $983.00

2019 County Boards

The Commissioners set the following 2019 County Boards with a motion by Rod Kirk and second by Rolf Kraft: 

Law: Rolf Kraft and Wayne Bond.

Courthouse Building: Judd Schomp and Rolf Kraft.

4-H Promotion and Expansion Committee and Fair: Jeff Slattery and Rod Kirk.

Library: Rolf Kraft.

Roads: Judd Schomp and Rod Kirk.

The Medical Facilities Board will be set at the next meeting.

2019 Yearly Designations

Judd Schomp made a motion to approve the following yearly designations:

Bennett County Booster II and Lakota Country Times shall be the official newspaper for Bennett County.

Security First Bank and South Dakota Public Investment Trust shall be the depositories of Bennett County funds.

The bulletin board located in the east corridor of the Bennett County Courthouse shall be used for official posting of all official notices for the public.

The following locations will be places for chattel mortgage sales:

The Bennett County Courthouse courtroom.

For livestock and machinery, the Bennett County Fairgrounds located in the NE ¼ of NW ¼ of Section 20, Township 36 North Range 37 West of the 6th P.M. Bennett County, South Dakota.

The Treasurer is to invest money for the County and at a regular meeting of the Board in January and July of each year to settle with the Board her accounts as Treasurer.

Polling places shall be:

Vetal/Tuthill Precinct-Vetal Fire Hall

Allen Precinct-American Horse School

Martin Rural #26/27 Precinct-LaCreek Electric Building

Martin City Precinct-Library Community Room

The hourly wage for election judges and clerks will be $9.10 plus mileage. Attendance for Election School will be $10.00.

The County per diem will be $6.00-breakfast; $11.00-lunch; $15.00-dinner, with lodging at current State rates if available, and mileage at $.42 per mile.

Indigent burial will be paid at $1850.00 with cremation the preferred method and paid at $1200.00

Rod Kirk seconded. 

All voted aye. Motion carried.

Highway

The Board reviewed an Authorization Permit for Private Citizens to Transport County Gravel. Judd Schomp made a motion to approve the Authorization Permit for Private Citizens to Transport County Gravel. Rod Kirk seconded.

All voted aye. Motion carried.

Rod Kirk made a motion to approve the purchase of fuel for the Highway Department at the state bid price from Country Pride Co-op at White River. Judd Schomp seconded.

All voted aye. Motion carried.

Auditor Susan Williams reported Dakota Construction will be moving to the May Pit for gravel crushing next week. There was discussion concerning the gravel at the May Pit.

There was discussion concerning the need for a Highway Superintendent. No decision was made.

Dennis Bakley, area resident, submitted an Authorization Permit for Private Citizen to Transport County Gravel from the Bauman Pit to 233rd Ave. Rod Kirk made a motion to approve the permit. Judd Schomp seconded.

All voted aye. Motion carried.

There was discussion concerning repair and maintenance to Old Highway 18. Mr. Schomp reported he thought there would be grants available to repair the road and Kimmie Clausen was available to write grants. Mr. Schomp will meet with the Highway Department concerning the road.

Bennett County Personnel Policy Manual

Rod Kirk made a motion to approve the Bennett County Personnel Policy Manual. Judd Schomp seconded.

All voted aye. Motion carried.

Vetal Volunteer Fire Department and Tuthill Volunteer Fire Department

Rod Kirk made a motion to approve the roster for the Vetal Volunteer Fire Department and the Tuthill Volunteer Fire Department for Workman’s Comp purposes. Rolf Kraft seconded.

The roster is available in the Auditor’s Office.

All voted aye. Motion carried.

Community Action Program Building

There was discussion concerning the repair of the Community Action Program Building roof. The Board will contact someone.

There being no further business to come before the Board, Rolf Kraft made a motion to adjourn with a second by Rod Kirk.

All voted aye. Motion carried.
