The Bennett County Board of Commissioners met in Special Session on Wednesday, April 3, 2019 in the Commissioners meeting room.

The meeting was called to order by Chairman Wayne Bond at 9:30 a.m.

Commissioners present: Wayne Bond, Rolf Kraft, Jeff Slattery, Judd Schomp and Rod Kirk.

Others present: Auditor Susan Williams; Taylor Risse, BC Booster; Terry Smokov, Highway Superintendent; Jeff Siscoe, Emergency and Disaster Manager; Sarah Harris, States Attorney; Jolene Donovan, Treasurer, Steve Livermont, Area Resident.

Highway Department

Auditor Susan Williams requested all paper work and forms be submitted by contractors that are being hired to work on roads. Ms. Williams also informed the Board if culverts need to be purchased, they may be purchased off the Beadle County bid.

There was discussion concerning the contractors and temporary highway labor being hired.

The group discussed the work being done at this time, the roads needing work and the condition of the roads, the equipment being needed and the contractors being offered work.

There was discussion about a plan of priorities. Mr. Smokov stated at this time the priorities are roads closed and residents that are not out.

The Board discussed with Jeff Siscoe, Emergency and Disaster Manager the sites for obtaining dirt to fill in roads and the requirements to be reimbursed by FEMA.

There was discussion about the gravel crushing at the May Pit and the gravel from the Ferguson Pit.

Terry Smokov reported he is talking to contractors about estimates on some of the more damaged roads.

Judd Schomp reported he had contacted the State to request the use of equipment and an operator to rebuild and repair roads.

Auditor Susan Williams reported on funding available and there was discussion concerning amount of funding needed. Jeff Siscoe reported preliminary estimates were approximately $500,000.00.

Mr. Smokov reported the Highway department will need more highway labor and requested approval of the following new hire: 

Judd Schomp made a motion to approve the hire of Justin Friese, Highway Labor, $13.00 hourly, effective April 9, 2019. Jeff Slattery seconded.

All voted aye. Motion carried.

The Board requested ads be placed for highway labor.

The Board discussed with States Attorney Sarah Harris the confusion over intentional damage to a county road as a felony and a county resident helping with a county road. The Board reported there was some confusion. The Commissioners agreed they needed to put out a press release to inform the community and to request help from local residents. Rolf Kraft agreed to write up a press release for the Booster.

Jeff Siscoe informed the Board a preliminary damage assessment of the County needs to be submitted to the State by April 17, 2019.

The Board reviewed a request to the Natural Resource Conservation Service.

Rod Kirk made a motion to request assistance for damaged roads from the Natural Resource Conservation Service through the Emergency Watershed Protection project. Wayne Bond seconded.

All voted aye. Motion carried.

Auditor Susan Williams reported the South Dakota Department of Transportation will offer bridge inspection with the same program used for the biannual inspection to make sure the County bridges are safe after the flood event. Rod Kirk made a motion to approve a bridge inspection for the nine bridges in Bennett County. Judd Schomp seconded.

All voted aye. Motion carried.

There was discussion about the Disaster Declaration and the effect on tribal land.


There being no further business to come before the Board Rod Kirk made a motion to adjourn with a second by Rolf Kraft.

All voted aye. Motion carried.
