The Bennett County Board of Commissioners met in regular session Wednesday, April 17, 2019, in the Commissioner’s meeting room.

The meeting was called to order at 9:30 a.m. by Chairman Wayne Bond.

Commissioners present: Wayne Bond, Jeff Slattery, Rod Kirk, Judd Schomp, and Rolf Kraft.

Others present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Terry Smokov, Highway Superintendent; Jeff Siscoe, Emergency and Disaster Manager; Sarah Harris, States Attorney; Raymond Kocer, Area Resident; Jolene Donovan, Treasurer.

Minutes Approved

The minutes of the April 3, 2019 special meeting, the April 9, 2019 regular meeting, and the April 9, 2019 Board of Equalization meeting were approved with a motion by Judd Schomp and a second by Rod Kirk.

All voted aye. Motion carried.

Highway Department

Terry Smokov, Highway Superintendent, met with the Board to report on current road work. Mr. Smokov reported that they are blading roads and he informed the Board about the equipment needing repairs and parts needed. Mr. Smokov also presented a quote from Hahn Construction to repair 295th Street. The quote was $19,800.00 to fix the culvert and road and $1,800.00 more if the culvert needed replaced. There was no decision made.

There was discussion concerning ordering new culverts. Auditor Susan Williams informed the Board they could order culverts off the Beadle County bid for metal culverts from True North Steel.

There was discussion concerning problems with water on the South Refuge Road and the options to fix it. The Board discussed the reasons for the problems and the change in the original water channel. Rod Kirk will contact the Department of Energy and Natural Resource and the land owner about fixing the problems.

Raymond Kocer, Area Resident, met with the Board to discuss plugged culverts on Elm Creek and options to fix it.

It was reported more rock was needed for the South Tuthill Road.

Rolf Kraft made a motion to go into executive session at 9:59 a.m. concerning personnel with Highway Superintendent Terry Smokov. Jeff Slattery seconded.

All voted aye. Motion carried.

Chairman Wayne Bond declared executive session closed at 10:23 a.m.

Claims

The Commissioners reviewed claims. Judd Schomp made a motion to approve claims subject to delinquent taxes. Rolf Kraft seconded.

All voted aye. Motion carried.

Recess

Chairman Wayne Bond declared recess for the Bennett County Board of Equalization Meeting at 10:30 a.m.

Surplus

There was discussion concerning the surplus of the 2013 Ford Taurus patrol car. The Board agreed to sell the car with sealed bids.

Emergency and Disaster

Jeff Siscoe, Emergency and Disaster Manager, met with the Board. Judd Schomp made a motion to go into executive session concerning personnel with Jeff Siscoe, Emergency and Disaster Manager, at 10:35 a.m. Rod Kirk seconded.

All voted aye. Motion carried.

Chairman Wayne Bond closed executive session at 11:00 a.m.

Mr. Siscoe and the Board discussed the damage assessment process going on at this time. He reported the Emergency Watershed Project through the Natural Resource Conservation Service was not going to be available for Bennett County. Mr. Siscoe also reported the documentation of storm damage is still being done. There was discussion about the cost of fill dirt for road damage. The Board agreed to $5.50 per ton with $5.00 per ton for trucking and 0.50¢ per ton for dirt.

There being no further business to come before the Board Judd Schomp made a motion to adjourn with a second by Rod Kirk.

All voted aye. Motion carried.
