Request for Proposals
The Oglala Sioux Tribe, through OST Planning office is looking for proposals from qualified firms to do a feasibility study for a grant the tribe received from the US Department of EDA. Pine Ridge Agricultural Economy (PRAE) is part of the EDA Grant award which stipulates the development of 150 micro-farms across the Pine Ridge Indian Reservation. The EDA grant award also further stipulates: 1) the creation of the Pine Ridge Farm Cooperative and (2) to initiate a “Feasibility Study to Determine the Efficacy of the Profitability of the Micro-Farms” on the Pine Ridge Indian Reservation.

Proposal will be accepted up till 3:00 p.m. on September 20, 2019, and addressed to Mr. Richard Mousseau, Property and Supply Director, PO Box 3006, Pine Ridge, SD 57770.
Indian Preference shall apply in accordance with the Oglala Sioux Tribe TERO ordinance, preference shall be given to qualified Oglala Lakota, or Indian enterprises and organization. Any firm seeking Indian preference in this RFP must provide evidence that it is not less than 51 percent Oglala Lakota, or Indian owned and controlled. Please provide OST TERO certification letter when claiming Indian preference in your proposal. The winning Firm will be required to comply with all OST Business licensing requirements. The Oglala Sioux Tribe reserves the right to reject any and all proposals which are not in the best interest of the Oglala Sioux Tribe and the EDA grant requirements.
