The Bennett County Board of Commissioners met in regular session Wednesday, September 4, 2019 in the Commissioner’s Room.

The meeting was called to order at 9:30 a.m. by Vice Chairman Rolf Kraft.

Commissioners present: Rolf Kraft, Jeff Slattery, Rod Kirk and Judd Schomp. Absent: Wayne Bond.

Others Present: Susan Williams, Auditor; Taylor Risse, Bennett County Booster; Wade Iszler, RDO Equipment Co; Terry Smokov, Highway Superintendent; Jesse Ulmer, Justin Friese, and Ed Johnson, Highway Department; Chris O’Bryan, Martin Volunteer Fire Department Chief; Jeff Siscoe, Emergency and Disaster Coordinator; Andrew Riggen, and Stephanie Moran, Bennett County Hospital; Jolene Donovan, Treasurer.

Minutes

The minutes of the August 21, 2019 meeting were approved with a motion by Rod Kirk and second by Judd Schomp.

All voted aye. Motion carried.

Auditor’s Account with Treasurer

To the Honorable Board of County Commissioners of Bennett County:

I hereby submit the following report of my examination of the cash and cash items in the hands of the County Treasurer of this County as of August 31, 2019.

August - Register of Deeds: $2,609.00

Highway Department

Highway Superintendent, Terry Smokov, met with the Commissioners to report on current road work. Mr. Smokov reported the Vetal culvert is ready to be graveled. He also reported that 13 of the 26 sites in the FEMA disaster project are completed. He also informed the Board that gravel is being hauled out of the Bauman Pit.

The Commissioners discussed several roads that needed repairs and some maintenance. They also discussed several projects that are currently being worked on, gravel hauling and dirt hauling.

There was discussion about the Rayhill culvert. The Board agreed to surplus the culvert and accept sealed bids. Judd Schomp made a motion to surplus a used 7ft by 36ft, two-piece culvert with band and accept sealed bids at the October 2, 2019 Commissioners meeting. The appraisal board will be Jeff Slattery, Rod Kirk, and Judd Schomp. Rod Kirk seconded.

All voted aye. Motion carried.

Wade Iszler, RDO Equipment Co., presented information on a motor grader. Rod Kirk made a motion to lease purchase a 2012 John Deere 772 GXT for $136,827.00 under the Minnesota state bid. Judd Schomp seconded.

All voted aye. Motion carried.

There was discussion about asphalt needed on the repaired culvert on the Allen Road. The Board discussed different options for repair and the Tribe’s responsibility. Judd Schomp stated he would meet with the Oglala Sioux Tribe about a maintenance agreement.

Rolf Kraft presented a request from Kenny Rosane to access the County right of way to lay a drain pipe next to the Kenny Sterkel property by East Main Street. Rod Kirk made a motion to approve access to the county right of way. Jeff Slattery seconded.

All voted aye. Motion carried.

The Board conducted a six-month performance review of Terry Smokov, Highway Superintendent. Mr. Smokov requested consideration of a salary increase.

2020 Provisional Budget Hearing

The Commissioners held the 2020 Provisional Budget hearing. Auditor Susan Williams reported to the Board that Raymond Kocer, representing the Bennett County Conservation District, thanked the Commissioners for the 2020 budget. Chris O’Bryan, Martin Volunteer Fire Department Chief, requested the 2020 budget be increased by $3,000.00 for the Martin Volunteer Fire Department. Jeff Slattery made a motion to increase the Fire Fund 2020 budget by $6,000.00 with $3,000.00 going to Martin Volunteer Fire Department, and $1,500.00 more going to the Tuthill Fire Department and the Vetal Fire Department. Rod Kirk seconded.

All voted aye. Motion carried.

Hospital Grant Assistance

Andrew Riggen and Stephanie Moran, Bennett County Hospital and Nursing Home, met with the Commissioners to request assistance with a grant. Rod Kirk made a motion to approve supporting the Bennett County Hospital and Nursing Home for a mitigation grant from FEMA for a generator for the facility, written by the Black Hills Council of Local Governments. Judd Schomp seconded.

All voted aye. Motion carried.

Emergency and Disaster Agreement

Emergency and Disaster Coordinator, Jeff Siscoe, met with the Board. Mr. Siscoe reported on the work plan for Emergency and Disaster State and Local Agreement and explained he will be changing to 20 hours per week for Emergency and Disaster beginning October 1, 2019. He also reported on the Local Emergency Operation Plan, on “Just In Time” staffing plans for disaster and on the Preliminary Damage Assessments that have been put together. Mr. Siscoe also informed the Board the LaCreek Refuge is doing a disaster exercise.

Deputy Coroner

Rod Kirk made a motion to appoint Justen Brown as Deputy Coroner. Jeff Slattery seconded.

All voted aye. Motion carried.

Motor Vehicle Department Requirements

Jolene Donovan, Treasurer, met with the Board to report the state will no longer provide computers for Motor Vehicle purposes and the counties will be required to provide the computers. New computers were not budgeted for 2019. The Board stated they would monitor the budget and transfer contingency if needed.

New Hire

Jeff Slattery made a motion to approve the new hire of Robert Schlack, Court Security, $10.00 hourly, effective August 29, 2019. Rod Kirk seconded.

All voted aye. Motion carried.

Highway Superintendent Salary Increase

The Board discussed Highway Superintendent, Terry Smokov’s request for an increase in salary. The Commissioners agreed to increase the salary due to the work performance. Rod Kirk made a motion to increase Terry Smokov, Highway Superintendent, from $45,000.00 yearly to $46,000.00 effective September 2, 2019. Judd Schomp seconded.

All voted aye. Motion carried.

There being no further business to come before the Board, Jeff Slattery made a motion to adjourn with a second by Rod Kirk.
